Franklin County RISE

Together with Action for Children, we’re excited to help administer the Franklin County RISE program, which will help to make child care and early education experiences more accessible to all. In partnership with Franklin County, we are offering funding to boost child care enrollment and staffing, and strengthen child care programs.

For Programs

We’re empowering you to use available child care scholarships and program incentives to enroll new families and recruit educators.

Through this program, licensed child care providers located in Franklin County that meet the requirements of the individual incentive awards can receive additional funding to support and grow their programs. This program will benefit providers by offering:

Nontraditional Hours

Programs that began offering and served children during nontraditional hours (6pm-6am or weekends) December 1, 2023 – November 30, 2024 (or until funds are spent) are eligible for a one time payment of $5,000 for FCCs, and $10,000 for centers.


A one-time payment of $2,500 for FCCs, and $5,000 for centers for supporting low-income families through entering into a new PFCC agreement December 1, 2023 – November 30, 2024.

Increase in SUTQ

A one time payment of $10,500 for FCCs and $21,000 for centers that increase their SUTQ by at least one star between December 1, 2023 – November 30, 2024.


For Educators

Whether you are new to child care or returning to the field, Franklin County child care programs offers support for Early Childhood Educators.

For Parents and Guardians

We are offering child care scholarships of up to $9,000 each for children ages 0 to kindergarten in Franklin County OR families who are newly enrolling in a licensed Franklin County child care program.

Due to the overwhelming response and success of this program, we have reached our current program capacity, and scholarship applications are now closed. We recognize how disappointing this news may be and are thankful for your understanding and patience with Franklin County RISE. We aim to support as many families as possible, and remain committed to exploring every avenue to improve access to quality childcare for our children and strengthen the entire early childcare system.
